This national report card analyzes state tobacco control laws in four key areas—smoke-free air, tobacco program funding, cigarette excise taxes and youth access to tobacco. Vermont scored grades of “B” in smoke-free air, “C” in tobacco prevention and control spending, and “B” for its cigarette excise tax. In a bright spot, the state earned an "A” for preventing youth access. Funding for a comprehensive Tobacco Control Program has been reduced every year for the last three years.
