The short explanation of this alert was:

In the past year, Vermont has adopted a strong smokefree air policy that goes a long way toward protecting Vermonters from the ravages of tobacco use, according to the 4th Annual American Lung Association State of Tobacco Control report released today.  The report gave Vermont a C in tobacco prevention and control spending, a C in cigarette taxes and an A in youth access to tobacco products.  Vermont improved from a B to an A in smokefree air this year thanks to the new law eliminating smoking in bars and clubs statewide.
