The short explanation of this alert was:

The 4th Annual American Lung Association® State of Tobacco Control Report gives Washington state high marks for making tobacco control a public health priority. Grades are given in four categories: cigarette taxes, smoke-free air, tobacco prevention programs, and youth access to tobacco products.

Washington received the following grades:

B Tobacco Prevention Control Spending
A Smoke-free Air
A Cigarette Taxes
C Youth Access to Tobacco Products

Tremendous advances were made in 2005 with legislators approving an increase in the cigarette tax and with Washington voters overwhelmingly approving Initiative 901. These actions go a long way to reduce the impact of tobacco products in Washington.
