The short explanation of this alert was:

The American Lung Association State of Tobacco Control Report is released annually to report states' progress enacting effective tobacco control legislation.  Wisconsin's grades have remained stagnant, receiving F's in Clean Indoor Air laws and Tobacco Control Program Funding.  Only slightly better are the state's two D's for Cigarette Tax and Youth Access laws.  Wisconsin is being left behind by other states that are doing a better, more agressive job at protecting their citizens from secondhand smoke, discouraging youth from starting to smoke, and offering programs and services that help smokers quit and discourage youth from starting the deadly habit.
