The short explanation of this alert was:

The American Lung Association State of Tobacco Control 2006 report tracks progress on key tobacco control policies at the state and federal levels. While significant progress is being made at the national level and in numerous other states Oregon's progress is stalled.  The time has come for the citizens of Oregon to challenge local lawmakers to improve policies that will protect all people from secondhand smoke, adequately fund the Tobacco Prevention and Education Program and increase the tobacco tax.
