The short explanation of this alert was:

On January 6, 2004, the American Lung Association State of Tobacco Control 2003 report, a state-by-state report card on tobacco laws, was released.  The report grades states on Smokefree Air, Cigarette Excise Tax Rates, Youth Access to Tobacco and Funding Comprehensive Tobacco Prevention and Education Programs.  Ask your Governor to support tobacco control by sending a letter today.
