*The grade for Hawaii is based on local ordinance policies, not on state policies. Hawaii has 80% of its population covered by strong workplace local ordinances and therefore qualifies for a grade of “B” in our methodology. Since local ordinances vary by community, the details of the ordinances are not provided in the information above. Please go to www.no-smoke.org for more information on local smokefree ordinances.

**I= Incomplete: On November 26, 2003, the Massachusetts’ legislature enacted a comprehensive, smoke-free workplace law. The law will be sent to Governor Romney for signature in early January.
